Notice on the Implementation of the Cultivation Program for High-Level Scientific Research Awards in Philosophy and Social Sciences

To further advance the high-quality development of philosophy and social sciences at our university, encourage researchers to conduct in-depth studies, promote academic innovation, and facilitate the output of high-level scientific research awards, in accordance with the requirements of the "Action Plan for the High-Quality Development of Philosophy and Social Science Research at Chang'an University," it has been decided to launch the Cultivation Program for High-Level Scientific Research Awards in Philosophy and Social Sciences and establish cultivation projects for these awards. The specific details are as follows:

I. Application Conditions

  1. The applicant must be the primary author/creator of the work intended for submission to the Ministry of Education's Outstanding Scientific Research Achievement Award (Humanities and Social Sciences).

  2. The work must have been completed within the time frame eligible for the intended award and meet its basic application requirements. The eligible completion period is from January 1, 2022, to December 31, 2024, for the following types of works: books (including monographs, edited volumes, translations, reference books, and of ancient texts), academic papers, consulting service reports, and popular readers. For consulting service reports, the date of adoption by the relevant department will be considered the completion date.

  3. Priority will be given to works that have previously won a Second Prize or higher in the Shaanxi Provincial Philosophy and Social Science Outstanding Achievement Awards.

  4. Each applicant is limited to submitting one work. For detailed application requirements and eligibility, please refer to the relevant provisions in Article 10 of the "Implementation Measures for the 9th Outstanding Scientific Research Achievement Award (Humanities and Social Sciences)" (Appendix 1).

II. Application Procedure

  1. Applicants should, in accordance with the requirements of the "Implementation Measures for the 9th Outstanding Scientific Research Achievement Award (Humanities and Social Sciences)," diligently fill out the "Pre-Application Review Form for the 10th Outstanding Scientific Research Achievement Award (Humanities and Social Sciences)" and formulate a detailed "Work Cultivation Plan" based on the current status of the research.

  2. The "Work Cultivation Plan" should primarily include: (1) Publishing high-quality papers related to the work to strengthen its supporting evidence. (2) Increasing the work's citations by having it or related works featured in digests such as Xinhua Digest and Social Sciences in China. (3) Promoting the publication of more book reviews and related academic evaluations of the work. (4) Organizing or participating in relevant domestic and international academic conferences, or using various forms such as interviews, lectures, and reports, while leveraging online platforms and media channels to promote and disseminate the work, thereby expanding its academic influence. (5) Facilitating the transformation of the research findings by writing research reports based on the work's conclusions, and striving to obtain endorsements from provincial or ministerial-level leaders or to be adopted by relevant departments, thereby expanding its social impact. (6) Other effective cultivation methods.

  3. Each academic unit must conduct a compliance review of the application materials to ensure that: (1) The submitted work adheres to the correct political direction, value orientation, and research principles. (2) The work complies with academic ethics and standards, and is free from disputes regarding intellectual property rights. (3) The work does not involve state secrets. (4) The applicant's eligibility meets the relevant regulations of the "Award Implementation Measures" and this notice, and all application materials are authentic.

  4. Applicants are requested to package the following materials into a single PDF file and send it to zhaoziyu1991@chd.edu.cn by August 28th: (1) The "Pre-Application Review Form." (2) The detailed "Work Cultivation Plan." (3) A copy of the submitted work and related supporting materials. (4) The "Summary Sheet of Proposed Submissions for the Outstanding Scientific Research Achievement Award (Humanities and Social Sciences)."

III. Funding Amount

Submissions for the Ministry of Education's Outstanding Scientific Research Achievement Award (Humanities and Social Sciences) are subject to a quota. The Academy of Sciences will organize an expert panel to review applications and will select projects for funding based on previous years' submission quotas. Each selected project will be funded with 50,000 RMB. The use of funds shall comply with the "Management Measures for Scientific Research Project Funds (Humanities and Social Sciences) of Chang'an University." The cultivation fund will be disbursed in two installments: 40% will be allocated after the project is approved, and the remaining 60% will be allocated after the work wins the 10th Ministry of Education's Outstanding Scientific Research Achievement Award (Humanities and Social Sciences).

IV. Project Completion Conditions

The cultivation period for the work begins on the date the project is officially established and ends when the results of the 10th Ministry of Education's Outstanding Scientific Research Achievement Award (Humanities and Social Sciences) are announced. The project will be considered complete if it meets the conditions of either Category A or Category B:

Category A: The work wins the 10th Ministry of Education's Outstanding Scientific Research Achievement Award (Humanities and Social Sciences).

Category B:

  1. Submission of a completion report on the "Work Cultivation Plan" along with supporting evidence.

  2. Submission of detailed, specific revision suggestions for the application materials from at least three external peer experts who have previously won the Outstanding Scientific Research Achievement Award (Humanities and Social Sciences), gathered through academic seminars, expert consultation meetings, or other means.

Materials for completion under Category B must be submitted before the application deadline for the 10th Ministry of Education's Outstanding Scientific Research Achievement Award.

The university will periodically inspect and supervise the progress of the work cultivation plan. Individuals who fail to complete the project on schedule will be ineligible to apply as principal investigators for the 2026 Special Funding Projects for Basic Scientific Research in Central Universities (Humanities and Social Sciences).
